Dr. Destenie Nock breaks down new research using smart-meter data to measure how LIHEAP affects household energy use. Using a difference-in-differences approach across 1,351 Mid-Atlantic households, the study finds average impacts that are statistically indistinguishable from zero, though results vary widely, with some evidence of increased use in electrically heated and natural-gas heated homes. Policy recommendations include (1) improve utility and LIHEAP research data sharing to enable mechanism-specific analysis and cross-regional comparison; (2) expand LIHEAP performance measures to include consumption behavior outcomes.
